the most innocent seeming things can be very damaging
because of appearances.  this one appears on the face
of it to be very bad, at least to me.

i don't see the utility of it - if you are worried about
antenna prototype information, well, then pursue the
miscreant legally, if such a breach occurs (since all of
us who are/will be working at the ATF have signed
non-disclosure agreements).  who knows about policy issues
that publishes to the memo series?  those issues are
restricted to management, and i can't recall the last
time i saw a memo from that IPT.

i'm surprised to hear that this process has apparently
already been in place for at least two weeks (since memo
451 is dated april 2).  when were we going to be told?
seems like it would warrant an announcement from 
management.  in fact, seems like it would warrant some
discussion.

it looks to me to be a reaction to a single memo that was
deemed "inappropriate" by some in management, truth be told.
