Don't throw the baby with the water of the bath...

This measure was taken to avoid placing critical information on the ALMA Web
site. By critical, we mean information which could lead to serious problems,
like information on antenna prototype performance, policy issues, etc... The
intention is certainly not to prevent exchange of information, but ALMA is
responsible for what is published on its web site.

Since this has been in place, I have already "approved" 2 memos (451 and
452). I do not intend to "veto" anything. Should things be critical, the
intention is definitely to inform the author and get an acceptable wording
rather than brutally reject the document.

Science related documents are screened by the Project Scientist, technical
or managerial documents by the Project Manager (or in the interim phase, the
Project Director) before being released.
