As the author of several crazy ideas first presented in 
the MMA Memo Series, some of which where in direct
disagreement of conventional wisdom, a few of which were
in disagreement with project managment, and some of which 
are now part of the ALMA design,

I THINK THIS IDEA STINKS.

I suggest that the ALMA Memo series continue as is
so that we understand it to be what it is: a forum
for the presentation of calculations and ideas, some of
them shot from the hip, some of them very well done,
some of them not worthy of much more discussion, 
some of them informative, some of them controversial or
invigorating.

Putting a lid on open scientific and technical
discourse will not encourage participation in
ALMA.

A reviewed series is fine, but should be a new series
with a new name.  Then we know that it is a homogeneous
body of all-reviewed memos.

Also, if you want a reviewed memo series, you need a wider
reviewing audience than ONE.
