[fitswcs] Paper III minor rev

We have yet to hear from the A&A Referee, but we have heard from
implementors of the -TAB projection for IR spectroscopy.  Our work
studying their questions suggested the addition of a paragraph
pointing out that the general keywords CUNITia, CRDERia, CSYERia plus
LONPOLEa, LATPOLEa, RADESYSa, and EQUINOXa apply to the output of the
lookup process not to the -TAB coordinates (CRVALi, CDELTi or CDi_i).

A new version has been placed on my web site and my home page makes
reference to both the version submitted to A&A and the current
version.  See
