[fitswcs] Paper III progress

We have now heard from the A&A referee.  He pointed out two web
addresses that now fail and requested clarification in the headers of
tables 5 and 13.  I have eliminated the blue lettering, but left the
red for the editors to see changes.  Two of the co-authors are at the
VO summer school and will want to review the document before it is
returned to the journal.  The current state of the document is to be
found via my home page
