I've excised the polynomial from the TAN projection and fixed the rest of
the paper to suit, including removal of the DSS header translation example.

The specific radio interferometry references in the section on the SIN
projection have mostly been moved to a new appendix, D, and augmented with
additional material.

Relevant pages of the revised text are attached in PDF format, including
the previously unreleased header interpretation example 3.
