[fitsbits] [EXT] DOI for FITS standard document?

Bill and I had both forwarded this thread to Alan Smale, the current HEASARC director.
Alan has reiterated that the HEASARC recognizes it has  a long-term commitment to support the FITS Web site which was explicitly noted in our recent programmatic review.
