[fitsbits] results of IAUFWG votes on CONTINUE and headerspace

The IAUFWG vote about the long string (CONTINUE) and blank headerspace 
"conventions" has terminated with the following results:

- there were 21 valid votes out of 22 IAUFWG members
- therefore the quorum for approval requires 16 yes votes

I first remind that 2 questions were voted:

1) Do you agree to the insertion in the FITS standard of the support to
     continued (long-string) keywords (aka CONTINUE convention) as described
     in ... 4.1 and 4.2 (and subsections thereof, ... and to the
     consequential editorial changes ...

2) Do you agree to the insertion in the FITS standard of the support to
     the usage convention termed "blank header space convention" (... in
     section 4.4.2.4) ?

The final voting results are:

                 Yes  No  Abstain
                 ---  --  -------
Question 1:    19   0   2
Question 2:    20   0   1

Therefore according to the IAUWFG voting rules both proposals are 
approved into the FITS standard,

In particular I remind users interested in the usage of CONTINUE for their 
projects of the limitation now included in the text "The CONTINUE keyword 
must not be used with of any of the mandatory or reserved keywords defined 
in this standard unless explicitly declared of type long-string." 
Complementarly, users wishing to use CONTINUE for their project keywords 
are encouraged to document "continuable" keywords explicitly declaring 
them of type long-string !
