[evlatests] Lando replacement - today

The replacement of lando by the hardware currently known as
lando-new will probably begin at around 9AM.

At that time, the machines known as lando, and lando-new will
be unavailable and the databases on lando-new will all be shut
down.

The affected databases are:
- evlaparm, the EVLA parameters dbase,
- evlampts, the main database for EVLA monitor data,
- widarmpts, the main database for widar correlator monitor data

So, basically archived monitor data for the EVLA antennas and
for the WIDAR correlator, plus the evla parameters dbase.

There will be a rollover to the backup EVLA parameters dbase
before evlaparm on lando-new is shutdown.

Archived monitor data will be unavailable from the EVLA Operators
screens.  Archived monitor data can still be accessed via the
Monitor Data Query Interface. To do so, use the "database" drop
down menu (upper right hand corner) to select monstdby_r2d2 for
EVLA data and widarmpts on mcsql for correlator monitor data.

We expect lando & lando-new to be unavailable into the afternoon.
