[evlatests] ea27 is back!

ea27 was returned to operations this afternoon, and although not quite
ready for science, looks pretty good:

* L-band, X-band: not yet installed
* S-band: nice and strong
* C-band: receiver provides no power in RCP
* Ku through Q bands: there is a pointing offset but nice fringes are visible
   in all IFs for all bands

The 3-bit system on ea27 needs some work but I did not have enough time to
play with that.
