[evlatests] Global Problems with Switched Power

    From the same test set, taken last night (bands X, Ku, K, Ka, and 
Q), I find:

    1)  PDif on ea08A is zero-mean noise on *all frequency bands*.  PSum 
is not normal -- switching between two states, different by a factor of 
two, with a 20 second period (10 seconds in each state). 
    2) PDif on ea24B is zero-mean noise on *all frequency bands*.   PSum 
is normal.
    3) PDif on ea23 and ea25 at all IFs is zero-mean noise *at K-band 
only*.   Psum is normal for both antennas.
   
    All other noise-diode values look good.
