[evlatests] Some Global problems from last night

    A test was run last night to check on some high frequency tuning 
setups.  The bands utilized were X through Q. 
    For all observations, at all bands, the following issues were noted:

    ea23A gave no fringes.  Other IFs were fine.
    ea24C gave no fringes, other IFs were fine.
    ea26D has a ~6 MHz oscillation in the bandpass, with about a 6 dB 
(power) pk-pk range.  The oscillation is also seen in the phase. 

    Also:
    ea04 gave no fringes on any IF at Ka-band.  Is the receiver out for 
maintenance?
