[evlatests] 3-bit status

I believe you got it all correct.  One slight correction is that the 
four 3-bit prototypes coming back are all in D301's so two will be moved 
to D303's.  Let us know if you would like for these two sets to go into 
different antennas than 15 and 28.  I presume the biggest consequence to 
changing antennas would be with the T304's.
