[evlatests] Earth orientation parameters

The attached document gives the effects of running on the older
predicts versus the USNO rapid service.  The error is mainly in
time, UT1-UTC, slowly increasing to 3 milliseconds by the end of
the month during which the September 1 predicts were in use.

For each day, the file gives, in the first line, the predict used
for TAI-UTC, UT1-UTC, x and y.  The second line gives the USNO
rapid service for what the quantities actually were.
