[evlatests] ea01 pointing anomaly

Rick reported the other day the ea01 had large and consistent
pointing errors during one of his test overvations.  A pointing
run last night confirms a large tilt error which was not present
on a pointing run of October 28.  An examination of the parameters
DB shows that nothing has changed since September 28.

The magnitude of the error is an arc-minute in the sense of
pointing too low when looking in the NW.  Any explanations?
The best I can offer is that the pad is differentially sinking,
or two or three  millimeters of foreign matter was introduced
between the pier furthest from the track and the antenna.
