The noise diode is modeled on the station boards. The board is  
provided an epoch, period, and phase for the noise diode switching.  
This establishes a model 20Hz signal
which is used by the sub band filters to collect power integrations  
and validity counts into noise diode on/off bins. Resolution of this  
model is down to 1/256MHz.
