[evlatests] 3 bit DTS modules

Rick is installing the 3-bit D301 back into EA22. It will be in 
either right before or after lunch today.  He will notify Ken when it 
is installed then wait around while Ken (or someone) runs some tests 
to verify that module is working.  He will then install the splitters 
on all four antennas and leave them for the night.

If tests are completed tomorrow, he can go back to the site, remove 
all of the splitters and the module from EA12 for repair.
