[evlatests] 3-bit 22RCP all fixed, but ...

    The repaired sampler is back in the antenna, and the standards tests 
done.  The results are exactly as expected:

    22RCP is now just like the others in LCP.  Antenna 12RCP is a little 
bit high. 

    Here's the 'noise matrix':

    We now have three good RCP baselines to compare to the 6 good LCP -- 
there is a slight, but probably significant, excess in RCP.
