[evlatests] Sys Cal saga.

  Bryan is referring to the CalDevice table and tcal values, not the 
SysPower table. The SysPower table is correct and contains data for both 
RCP and LCP, the CalDevice table has only RCP. This will change when the 
noiseCal field in the CalDevice table is changed to a 2-dimensional array.
