I may be misunderstanding what's going on but I believe this is not
correct. The ASDM/SysPower.xml table has multiple receptors:
<numReceptor>2</numReceptor>

<switchedPowerSum>1 2 0.599392 0.951718</switchedPowerSum>
<requantizerGain>1 2 512.0 512.0</requantizerGain>
Which I assumed were the RCP and LCP values for a given spectral
window and copy these values to the appropriate place in the AIPS SY
table. At least the AIPS SY table I looked at had different values
for pol 1 and pol 2.
