[evlatests] 'regression test', C + Ka band.

The question here is whether the scan *immediately following* the pointing
scan has any data -- i.e., are all those data integer 0s.
Both of these files (I hope) have ref.ptg. scans which are NOT multiples
of 10 seconds; one of them had repeats of (Cptg Ka Ka C C),
while the other had repeated scan sets (Cptg Ka C).  The first worked fine
before, and the theory was that the problem results when a ptg scan which
is not a multiple of 10 seconds is followed by a Ka scan, and then by a
scan with another configuration.  Hence these two tests.

So the real question is whether the two results differ.
