[evlatests] 'regression test', C + Ka band.

A pair of files were run last night that use C band pointing followed
by Ka band observing (in preparation for the many Ka band projects in
the science queue). Bottom line - not ready yet.

The problems are all the familiar ones. So we're NOT ready yet.

1. Missing scans - at both C (few) and Ka band (many)

2. late to configure after band change - occasional, 10's of sec.

3. Low or no coherence on one or more subbands for a scan or 2.

    These are correlator woes. The next one is antenna based.

4. Phase jumps on ea4BD, 10AC, 14BD, 21BD.
