[evlatests] EA19 phase jump at C-band

Today's stress test showed that EA19 had experienced a phase jump at C-band
in all four IFs. None of the other frequency bands showed this behavior.

The phase jump value in the IF pair AC was about 20 degrees, while in the IF
pair BD was about 120 degrees.

The observations were carried out at the default C-band frequencies, i.e.
4885 MHz for AC and 4835 MHz for BD, using continuum mode with 50 MHz
bandwidth.
