[evlatests] WIDAR-0 test data Web page

I have created a first draft of a Web page listing the most useful WIDAR-0
test data with comments as to intention, known problems, and the like.
This is neither complete nor up to date at the moment but is intended
to become so, and may already begin to be useful:
