[evlatests] EVLA Antenna Feed Moisture Condensation Conflaguration

I'm wondering if a quick and dirty measurement of leakage wouldn't be
worthwhile as a part of feed installation - I'm thinking a tire pump
and a water manometer.  Might catch some of the nastier problems.
(If you can't pump up the feed with a tire pump, a dry air system isn't
going to be very happy with it either.)
