[evlatests] P band summary

Rob Long & I (I was in the antenna), tried to find the
source of the phantom P-band signals on antenna 01.  I
checked to see if anything was coming down the coax into
the LOIF rack (nothing was), only to discover that it didn't
matter since the rack didn't have a T301 (4/P converter).
So, the spurs must be generated after the T301 converter.

The T301 feeds the T302 (LSC converter), so Rob suggested
terminating the RCP & LCP 4/P inputs to the T302 while he
checked the bandpass for the strong "256 MHz" spurs.  No
change, indicating that the spurs are being generated inside
the T302 module (They can't be generated by the following,
T304 converter since the spurs are not seen in X, K, or Q
bands).
