[evlatests] antenna 4 works, conditionally

The antenna was declared to work today.  In short it does.
It points to about the right place and the subreflector seems
to be set right.

the problem is it works only when phase switching is suppressed.
There must still be some timing to sort out or, perhaps, the
heartbeat needed at the L302 is not present.

In addition at X band T_cal/T_sys is very large, about 0.13.
At L band there is no detectable noise tube signal in RCP.
Q band has not been examined at all.

The antenna will be left secure overnight.
