[evlatests] antenna 4 works, conditionally

The heartbeat to the MIB's in the two L302 synthesizers is indeed 
missing.  All other modules with the heartbeat connected seem to see 
it but these two modules do not. This will almost certainly prevent 
Walsh switching from working properly.

The L305 in this antenna is also having difficulties synchronizing, 
though it eventually does if we are persistent.

L-Band shows no sync detect on RCP (IF's A & B) though total power 
looks ok. LCP looks fine.

Do to high winds, we were unable to get on the antenna to 
troubleshoot further.Hopefully we will get on the antenna tomorrow to 
look into  these problems.
