[evlatests] L301 nice/naughty update

Not much different than before. Hardware has changed, especially on
ea11 and 19, so they are worth noting. All phase variations are at
13 GHz, and have errors of ~10 deg, so the good ones are really
just upper limits. (This is best done in D array!)

ea17, 11, and 19 vary by 60, 50, 40 degrees respectively.

ea3, 5, 18, 28 are under 10deg, as good as VLA antennas 8, 10, 12.

the rest of the EVLA is in between, about 15-25 deg.
