[evlatests] L-band EVLA

The operator complained about ant 4 L-band (on IFs B/D) this morning and
when I took a look, the RMS values for both B and D were high (48 and 24
respectively). When I adjusted the T304 B and D attenuators, levels
came into line and the antenna started working. After looking at
several antennas, it appears that B/D RMS levels are high on most
antennas. RFI looked about normal so I assume that the difference is
that we are not using default LO freqs.
I also saw a couple of L302's that didn't seem to like the freq.
14087.772 as they would not stay locked reliably. I will look into the
L302s today.
