[evlatests] Antennas 13 and 17 ...

    The reset and resynch done by Rob late Friday afternoon on antenna 
17 has done the trick.  A short test done Saturday morning shows the 
1.67 second dropouts to be gone, and the antenna to be operating normally. 

    And, it appears that antenna 13 has (mostly) returned.  In 
Saturday's test, it showed good fringes at L, C, and X bands.  However, 
no fringes at K-band.  The weather was windy during the observation, and 
Q-band observations are dicey.  But, it is likely that antenna 13 was 
not properly fringing at this band either.  For both K and Q bands, the 
antenna 13 data were *not* flagged.
