But if you change frequencies in a run and the FRM decides to stick at
the old position (not uncommon), this means you'll get no flagging,
right?  How often does this actually happen?

Is a focus flag what drives the flagging if you try to observe at
a band that an antenna doesn't have?  (e.g., Ku band on an EVLA
antenna)
