[evlatests] antenna 1, 15 in AL693

Antenna 1 seems to have AZ position errors that caused most of its 
coming-and-going during the experiment -- this should probably be checked

Antenna 15 had an abnormal number of focus errors before it was removed 
(was it removed?) for cryo problems.  Cryo flags will not cause flagging.


I'm inclined to disable focus flags for the time being unless someone has 
qualms about this.
