I spoke with Eric about this some time ago.  I wanted a QUACK which
had a toggle so that you'd either flag the first N seconds of all
antennas after getting  data from ANY antenna, or the first N seconds
of each antenna after that particular data began getting data.  "Getting data"
here meant "loaded by FILLM", i.e., after whatever on-line flags the user
asked for.  There was some technical reason why he was reluctant to do this,
and I didn't pursue it.  Ideally one would want an antenna-by-antenna
QUACK I think.

In the end I would hope we'd have on-line flags to take out evil data
before the user sees it.  Whether this means throwing away data before
it reaches the archive is another question.  Personally I'd be happy to
trash regular observing data while the antennas are known to be slewing, but
perhaps others (like Rick) have different views.
