[evlatests] Modcomp-free: L-Band

why don't we just make a smarter QUACK?  seems like it'd be easy to set some 
criteria for, say, how many antennas have valid visibilities, etc., and have it 
run automatically.

i'd bet with 30 mins of discussion and a day of eric's time we could have this 
implemented.
