[evlatests] Modcomp-free: P-Band

10 P is in fact broke, seems that the "A" rack has the P-Band noise 
diode always on, a ticket is open. Paradoxically C and U are OK. John is 
trying to sort it out.

I took a look at 28's FE screen while it was in P-Band this afternoon, 
all the screen parameters appeared to be nominal.
