[evlatests] flagging issues

I made a quick survey today of flagging at each band.  There are a few
interesting questions.

18 BD at C band and  24 BD at K band needed attenutaotr adjustments. 
Thesehave been inserted into the database and will be noticed the next 
time the executor is restarted.

Flagging for subreflector motion was slow to be lifted for antenna 14
going to L band, and antenna 23 going to K band.

At Q band many VLA antennas claimed that the F12 would not lock.
I tried this twice with the same result.  The F12 setting desired
is 12.8 GHz which should not be a problem.  I intend to look at this
more carefully Wednesday.  Antenna 22 does not seem to track quite
as well as the other antennas in azimuth and is consistently flagged
as off source at Q band.  Increasing the tolerance by about 20 percent
would probably make OK.
