[evlatests] Line subarrays

A series of tests showed (what appeared to be) 2 types
of problems:

1. Mislabelled data, perhaps IDCAF related.

2. Fluke setting errors that appeared on one observation, but did
    not repeat.

In item 1, IDCAF is exonerated. User (i.e. my) ignorance caused the
apparent problem. The correct frequency labels can be found

a. by loading with a narrow frequency tolerance CPARM(7) in FILLM.

    or

b. in the CL table column #9, DOPOFF, if the default tolerance makes
    FILLM load the data unsorted by frequency.

At this point, no other mis-labelling problems have been found.


Item 2. is still unresolved.

The tests upto now are far from exhaustive, more will follow when
I feel strong.
