[evlatests] pointing results

Both collimation and X band pointing runs were done last night.
Unfortunately antenna 11 was locked out and unavailable.

Results
Collimations were determined for all the receivers on antenna 21.

A few remaining small az encoder offset errors were measured
and correected.

Antenna 7 was found not to work at U and Q bands.  The F3
is suspected.

Antennas 27 and 28 were often flagged as off source when they
should not be, while no other antennas were.

The alread reported setup problems for antenna 28 were seen.
