[evlatests] antenna 21 moved

Antenna 21 was moved to DE9 today and works again.  By the time
the hardware people were finished no problems were seen.

Delays were set.  There was a large change in pointing:
AZENCZERO about -11 arc-min
ELCOLIMATION about -7.5 arc-min

The large change in the az encoder zero is the usual result
of moving an antenna, however the El collimation should not
have changed and ought to be explained.  The change was
measured and applied at L and X bands, but applied blindly
and not tested at K band.
