[evlatests] Antenna 21 alive, a little

    In checking the spectral line data from yesterday, I see that 21 is 
working at X-band, but on IFs B and D only.  There is a huge delay error 
(no doubt why I could see no discernible signal in 50 MHz continuum) of 
about -32 nsec.  The sense of this is that this change should be 
subtracted from the current value. 

    The bandpass shape of 24B is entirely wrong -- not surprising given 
the multiple amplitude states it has.
