[evlatests] Ant 16 A and C T304 issue

There is something odd about the A and C T304s in antenna 16. From a
telnet window if I manually set the RF or CH1 attenuator, the monitor
value doesn't change (see below). IFs B and D seem to be fine. Maybe
this explains the following:
