[evlatests] Ant 16 A and C T304 issue

Antenna 16 T304 A & C have monitoring disabled due to cabling issues.   
This issue has been fixed in the more recent T304, which account for the 
majority of the currently deployed units.  

Perchance, did you notice a change on the relevant Digitizer monitor 
point when you change the attenuator?   I think this should work, 
although not in a linear manner.
