[evlatests] L350 master LO and EVLA phase jumps.

As reported by Keith Morris (Dec 27th), the phase of the
master L350 reference at 512MHz was monitored for 2 days
by comparing it to another such unit. About 15 phase jumps
were caught during the period Dec 28-29, of magnitude 8-10
degrees.

Project AR606 spanned some of this interval, and clearly shows
phase jumps of 90degrees at C-band, at the expected times, on
all EVLA antennas.

Keith also reported (and Ken relayed in his last email) that
the L350 MIB had gone zombie back in September, and was reset
yesterday. I will try and report on Tuesday if the phase jumps
are gone from EVLA data gathered since the reset.
