[evlatests] EVLA antenna locations

Why is it a problem that an antenna uses a D rack in a row for an
arm that it is not physically located on?  (It is used to be a problem
because of the wyecom, but not for new antennas.)  As long as we have
enough D racks for the VLA antennas on that arm, it should be OK.
