[evlatests] EVLA antenna locations

    Beyond the  D-rack issues (which Barry has responded to), I suppose 
that as long as the EVLA antennas a somewhat less reliable, and/or 
perform somewhat more poorly than their VLA counterparts ( a situation 
that I hope we will improve upon shortly!), they should be more-or-less 
dispersed evenly amongs the VLA antennas. 
Of course, considerations of maintenance and access take precedence, so 
that EVLA antennas we expect will need regular visitation should be 
closer to the array center.
