[evlatests] More on L-band issues from Sunday night

       I have previously reported on the strange absence of fringes on
VLA to EVLA baselines, for IFs A and C only, at L-band.  IFs B and D
were fine on all baselines. 

    I have more information, shedding some light on the issue.

    For IF A, a rapid phase wind, on the  VLA to VLA baselines only,
was seen.  The rate was clearly greater on longer baselines, up to a rate
of 35 degrees/second.   The wind was not present on the EVLA to EVLA
baselines.  Neither was it present in IF 'C'.  We might suspect a frequency
error in IF 'A', but we should then expect all VLA to EVLA baselines to
be good in IF C.  Not so.  Weird.
