[evlatests] Dissapointing test : day 567, LST 2130-0130

I repeated Rick's 5-band, 0.4 sec integration, on-source-off-source test 
yesterday.  After that I had queued up tests of frequency switches to see 
if L302 returns in phase to previous settings.  The EVLA antennas produced 
basically nothing.  The only sign of life was in the first scan, at 
L-band.  Ants 14 and 16 had about 2 minutes of fringes with amplitudes 
that started out OK but then dwindled, as if the antennas stopped 
tracking.  Ant 16 showed phase winds within this period.  Winds were 
moderate to high throughout.  AIPS shows the elevation/azimuth increasing 
-- not sure if this is commanded or actual though.
