[evlatests] Friday L band

Oops - forgot to mention one critical detail.  I was using software
out of my checkout area, rather than the system software.  Major 
difference is that I was using Jim's recommended frequency for the
L301, 12928 MHz, instead of the system default 12160 MHz, and 
correspondingly different L302 settings.
