The changes in the deformatter made to support phase
equalization in the second FIR of the transition module
are inconsistent with the way the executor currently sets
up the deformatters.  Under the assumption that we have
no reason not to use phase equalization as a matter of
routine I will make changes to the executor necessary to
control the deformatter in time for tomorrow's tests.

Please let me know if there are any strong reasons not to
use the phase equalizing filters.
